The City was interested in identifying ways to catalyze new housing development and reverse years of population decline. The study’s analysis revealed this decline as driven by a loss of housing units over time, not a lack of demand. Furthermore, the broader region has been experiencing growth for many years. Many of the study’s recommendations focused on positioning Muskogee to capture a greater share of this regional growth to drive housing development within City borders.

The housing study concluded with an action plan of strategies designed to catalyze housing development and investment across the city’s diverse neighborhoods.
